WILLIAM M. FRANZ, born Dayton, Ohio; admitted to practice law in Illinois in 1959; admitted to practice before
the U. S. District Court in 1959.
EDUCATION: Syracuse University (Bachelor of Arts in Russian Studies, 1953); Chicago-Kent College of Law (Juris
Doctor, 1959).
BACKGROUND: After receiving his BA in Russian Studies from Syracuse University, where he learned to speak, read
and write the Russian language, Mr. Franz served in the United States Air Force Security Service from 1951 to 1953. He
then entered law school and on graduation was hired as an associate attorney by Righeimer & Righeimer in Chicago, Illinois.
He next worked as an associate attorney at Corcoran & Corcoran in Evanston, Illinois from 1959 to 1961. In 1961, he
moved his law practice to Crystal Lake, Illinois, starting a law firm which evolved into Franz & Quance, LLC. Mr. Franz
currently is a partner of Franz & Quance, LLC and of counsel to the law firm of Matuszewich, Kelly & McKeever, LLP.
EXPERIENCE: Mr. Franz has extensive experience in real estate and land development, dealing with annexing, zoning and
developing properties in McHenry County and the surrounding municipalities. In addition to representing clients in these
areas, for his own account, he became involved in real estate and land development in McHenry County, including a 154
acre residential subdivision, a 196 room hotel, a 45 acre retail/commercial subdivision, a 150 acre upscale residential
subdivision and numerous other residential, industrial and commercial projects. Mr. Franz also has served as general counsel
for a number of local commercial and industrial businesses. He has represented clients in all aspects of business transactions
from negotiation, drafting contracts and working with governmental bodies to the final closing of the completed transaction.
